VAT is charged at 15% (raised from 5% in July 2020). Businesses with annual taxable supplies above SAR 375,000 must register; registration is optional between SAR 187,500 and SAR 375,000. E-invoicing (Fatoora) is mandatory: Phase 1 (Generation) since 4 December 2021, Phase 2 (Integration) rolling out in waves by taxpayer revenue since 1 January 2023. Phase 2 requires invoices in XML or PDF/A-3 with embedded XML, a UUID, a cryptographic stamp, a hash of the previous invoice, and a QR code — cleared through or reported to ZATCA's Fatoora platform depending on invoice type.
